Cameroon – Major National Dialogue: South West SDF Says Governor Okalia Sidelined Them, Insist ‘Federal Republic of Cameroon’ Is Only Way Out

Elundu Joseph Mambe, South West Regional Chairman of the opposition Social Democratic Front, SDF, has regretted that they were never invited by Governor Okalia Bilai Bernard for any consultation whatsoever.

 

In a two-page memo addressed to his party hierarchy, Elundu says it is becoming more and more clear that the Major National Dialogue may turn out to be an affair of the ruling Cameroon People’s Democratic Movement, CPDM.

“The SDF Regional Executive was never invited by the South West Governor for regional consultations that took place on Wednesday, September 18, 2019. We then begin to see the talks becoming a governmental and CPDM affair, considering that most of the civil servants who are fronting for the region are CPDM militants,” Elundu said.

He says they have consulted with a cross-section of the SDF family in the Region and collected their proposals ahead of the Major National Dialogue that opens in Yaoundé Monday, September 30, 2019.

“Those who shall be put at the dialogue table should truly represent the aspirations of the people of the North West and South West Regions that constitute the Anglophone community of the triangle called Cameroon. That those people should have good faith, energy and foresight to make sure that this country realizes its potential though the recommendations and suggestions that they are going to put in place to be adopted. This dialogue has been occasioned by the Anglophone crisis, so the Francophone Community should not hijack it. The Anglophones should be central to the debate,” the South West SDF writes.

They go on to propose the following:

  1. Constitutional Reforms
  • Federation: The people of the South West want a Federal system of Government.
  • Rotation of Presidency between Anglophones and Francophones.
  • Presidential terms should be reduced from seven years to five years renewable once.
  • The name of the country should be Federal Republic of Cameroon as agreed in the 1961 Foumban Conference.
  • An equal balance of appointment to ministerial positions.
  1. Others
  • Release of all political prisoners.
  • Government should declare a ceasefire and soldiers should return to their barracks.
  • The dialogue should end by putting up a commission to ensure implementation of the resolutions of the dialogue, and such a commission should be placed above parliament to avoid thwarting the resolutions as it was the case in the tripartite talks of 1991.
  • New political constituency should be created; for example Muyuka and Tiko as one constituency must be separated because of its vastness. From Mongo Bridge in Tiko to Mbonge in Meme Division is too vast to be one electoral constituency.
  • Buea Urban should be distinguished from Buea Rural with clear boundary limits. The gerrymander policy where the boundaries are shifted to suit a political party should be avoided.
  • The appointment of Francophones to most duty posts in Anglophone regions should be avoided.
  • The Government should ensure an enabling atmosphere to stop all hostilities in the North West and South West Regions.
  • During the dialogue, the deliberations should be live over Radio and TV.
  • Before implementation of then resolutions arrived at, the North West and South West Regions should vote in a referendum to confirm their support to decisions arrived at.
