Cameroon - Major National Dialogue: PM Designates Commission Head In Absentia, No Tough Opposition Features on Decentralisation Commission

The list of persons who will be debating at the Major National Dialogue taking place in Yaounde have been made public with some key persons like Dr. Christopher Fomunyoh heading a commission, although he is not attending the dialogue.

Opinion Leader, widely followed by thousands of Cameroonians and the diaspora, Dr. Christopher Fomunyoh heads the commission of reconstruction and development of the regions affected by crisis. He has however being reported absent from the dialogue.

It has as Vice Presidents, Ngambo Fonjo Pierre, Hon. Forbi Nchinda, Tawamba Celestin, Eric Njong, jean-Jacques Ekindi, Prof. Uphie Melo and Dr. Seini Boukar Lamine.

Rapporteurs are Paul Tassong, Matoya Cletus, Orgock Ntui and Mvele Guy Donald. Meanwhile Minister Alamine Ousman Mey, Mbbairobe Gabriel, Talba Malla, Celestine Ketcha Courtes, Emmanuel Nganou Djoumessi and Hamadou Moustapha are resource persons of the commission.

Cardinal Emeristus, Christian Tumi is heading the commission for the assistance for the return of refugees and displaced persons.
Vice presidents of the commission are Elvis Ngolle Ngolle, Simon Munzu and Cabral Libii. Rapporteurs are Prof. Kenne Blaise, Yap Abdou, Charles Atangana and Maina Anatole. Minister Paul Atanga Nki, Pauline Irene Nguene, Gregoire Owona and Manaouda Malachie are resource persons.

The commission for bilingualism, cultural diversity and social cohesion has as President Joshua Osih, Vice Presidents are Moukoko Mbonjo Pierre, Ama Tutu Muna, HRH Rene Effa and Professor Daniel Abwa.

Meanwhile, Chi Asafor Cornelius, Doka Yamigno Serge, Bekila Gisele, Dr. Mulua Ernest and Dr. Bawe Mohamadou are rapporteurs of the commission. It has as resource persons; Peter Mafany Musonge, Wakata Bolvine and Bello Bouba Maigari.

Dorothy Njeuma is heading the commission on education with Paul Ghogomu, Efoua Mbozo'o, Tomaino Ndam Njoya and Ivo Tambe Leke as Vice presidents. Resource persons are Prof. Jacques Fame Ndongo, Mme Lyonga, Pr. Laurent Serge Etoundi, Asheri Kilo, Issa Tchiroma and Monouna Foutso.

Meantime, Benjamin Itoe heads the judicial commission. He is assisted by Fogui Jean Pierre, Hon. Mbah Ndam, Achu George, Prof. Kofale Nkale, and Tchakounte Patie Charles.

Rapporteurs are Emile Essombe, Gwanmesia George, Doh Collins Regine, Fonkwe Fongang, Ewang Sone Andrew and James M. Kobila. Laurent Esso, Nguihe Kante, Dooh Jerome Penbaga and Clement Atangana are resource persons of the team.

 

The disarmament, demobilisation and reintegration of ex-combatants from armed groups' commission is headed by Professor Saibou Moussa. Vice Presidents include Fai Yengo Francis, Mengot Arrey, Mgr. George Nkuo, Ngalla Gerard, Eyeya Zanga Antoine, Prof. Ajume Wingo, Fung Ivo and Samy Kumbo.

Rapporteurs include Fru Jonathan, Gapsa Sixtus, Tcheuwa Jean Claude and Oumar Bichair. Beti Assomo is the resource person of the commission.

The role of the diaspora in the crisis and their contribution to the country's development, will be manned by Professour Atangana Amougou Jean Louis. Vice Presidents of the commission are Barrister Nkafu Julius, Eric Nchinjje, Calixte Beyala, Dr. Dongmo and Lucie Mboto Fouda.

Rapporteurs are Fozein Kwanke Thomas, Mbafor Afesi Jean Marc, Machinkou Nszesop Nadine and Ntoumba Leonel. Mbella Mbella Lejeune and Mohamadou Moustapha are resource persons.

The commisssion considered by many as a delicate one since it focuses on the form of state, is that of decentralisation and local development. Many had expected to see tough opposition leaders at the head of this commission such as Church leaders who have been struggling for the past two years to organise an Anglophone dialogue or Dr. Christopher Fomunyoh.

However, the commission is led by Ngole Philip Ngwese and has as vice presidents; Lekene Donifack, Prof. Cheka Cosmas, Abouem Tchoyi, Flambeau Ngayap and Mbella Moki Charles.

The Rapporteurs of this commission are Ebongue Makolle, Essomba Pierre, Ahmadou Tijanii, Pr. Cheuwa Jean Claude and Mbombo Abel. Elanga Obam Georges, Phillipe Mbarga Mboa and Achille Basiliken III are resource persons.

Many believe the commission is the only area where a possible discusssion on the form of state could take place, although it has already been named decentralisation. However, participants at the plenary session were asked to join commissions of they preferred.
